With Hurricane Earl expected to pass along the Atlantic Coast, the Coast Guard is stressing the importance of safety for boaters and swimmers during the hurricane season.

Hurricanes can create dangers in the water, such as rip currents and large waves. Rip currents and undertows can drag swimmers away from their boat or the beach and lead to death by drowning when they attempt to fight the current and become exhausted.

According to the United States Lifesaving Association, rip currents cause approximately 100 deaths annually in the United States – more than all other natural hazards except heat and floods. More than 80 percent of rescues by beach lifeguards are due to rip currents, totaling 18,000 lifeguard rescues a year.

As Earl approaches, the Coast Guard urges people to be mindful of the following safety tips:

Stay informed – The public should monitor the progress and strength of Earl through local television, radio and internet. Boaters can monitor its progress on VHF channel 16. Information on small craft advisories and warnings can also be found on VHF channel 16.

Evacuate as necessary – If mandatory evacuations are set for an area, the public is urged to heed evacuation orders. Coast Guard personnel and other emergency responders may not be able to evacuate those in danger during the storm.

Secure your belongings – Vessel owners are urged to double-check their mooring lines and secure life rings, life jackets and other loose items, preventing their vessel and equipment from breaking free and causing damage.

Be cautious of hazardous materials – If you have hazardous materials on or near the water, you are responsible for any spills that may occur. Take the necessary precautions to secure them prior to any heavy weather.

Mariners are reminded that drawbridges along the coast may deviate from normal operating procedures prior to a storm. They are generally authorized to remain closed up to eight hours prior to the approach of gale-force winds of 34 knots or greater, and whenever an evacuation is ordered.

Tips for swimmers on how to avoid and survive rip currents:

Never swim alone.

Be cautious at all times, especially when swimming at unguarded beaches. If in doubt, don’t go out!

Whenever possible, swim at a lifeguard-protected beach.

If caught in a rip current, remain calm to conserve energy and think clearly.

Don’t fight the current. Swim out of the current in a direction following the shoreline. When out of the current, swim toward shore or a boat.

If you are unable to swim out of the rip current, float or calmly tread water. When out of the current, swim toward shore or a boat.

If you are still unable to reach shore, draw attention to yourself by facing the shore or boat, waving your arms, and yelling for help.

If you see someone in trouble, get help from a lifeguard. If a lifeguard is not available, have someone call 911. Throw the rip current victim something that floats and yell instructions on how to escape. Remember, many people drown while trying to save someone else from a rip current.

Take advantage of the warm summer evenings and visit Chincoteague Island on Saturday, August 14 from 6:00 – 10:00pm for the 2nd Saturday Art Stroll, sponsored by the Chincoteague Cultural Alliance.

Participating shops and galleries around town have a variety of exhibits, demonstrations, live music, book signings, gourmet tastings and more. Pick up a 2nd Saturday InfoMap at participating shops as well as many restaurants, motels and the Visitor Center or check the CCA web site at www.chincoteagueculturalalliance.org for additional details.

Begin your stroll on Maddox Blvd. The Island Cottage Collection is hosting a Sea Glass Festival with artists Suzie Hazel, Elaine Stitcher, Ron and Sue Posey and a book signing by Richard LaMotte, author of Pure Sea Glass. Bring your own sea glass for identification. Island Cottage is also featuring an exhibit of “Chincoteague Summer Memories” by Lucy Roehm and a tie-dye demonstration by Jennifer Forrester. Next door, Island Arts has carving by Ed Kuhn and live music with Bill Troxler on hammered dulcimer.

Stroll over to Church St. to the Linda Nerine Gallery for sea glass jewelry by Sonja Grondstat, sculpture by Sanra McKenzie Smith, signs of whimsy by Nealy and painting the sea by Janice Nelson.

Head down to Threadgoodes on Main St. for a tasting featuring their famous gourmet foods and wine slushies and browse the exhibit of lighthouse, shore bird, pony and folk art paintings by artist Joyce Umplett Reed. Next door, at Bayside Arts, watch resident artist Jenny Somers demonstrate painting a waterfront scene. For another painting demonstration, head down Main St. to Island Butterfly, where local artist Jamie Thompson paints flower pots, garden ornaments & more. Step next door to Wine, Cheese & More for a wine tasting while browsing their selection of gourmet goodies. Across the street, Mia Weldon demonstrates the art of glass beadmaking.

Stay on Main Street and visit Ron Hugo Photography where Ron will sign copies of his new book, Swing: Chincoteague Island Swing Bridge – A Photographic Essay. Next door at Sundial Books, local author Karen Tweedie signs copies of her two books for young readers, Treasure on Chincoteague Island and The Hidden Key. Sundial also features a demonstration of jewelry making by Laughing Dog Jewelry.

The south end of Main St. is alive with the sound of music. Stop by Egret Moon Artworks, just off Main St. at Cleveland St., for karoke in the garden. Then visit the Kite Koop & Book Store for live and lively music and treats.

Back up on North Main St. aNopheles Blues hosts the infamous monthly 2nd S Soirée. Bring your favorite candle or lantern. We celebrate the Rolling Blackout on this day in 2003. We’ll be off the grid from 6to 10 and our Fine Times will include toasting all the babies born in May of 2004. It’s proper to schmooze at aNoPheles Blues.

Governor Bob McDonnell has signed onto a Memorandum of Understanding with U.S. Secretary of the Interior Ken Salazar, and nine east coast governors, to establish the Atlantic Offshore Wind Energy Consortium.

Through this consortium, Virginia will encourage the environmentally-responsible development of wind energy, and other sources of renewable energy, off Virginia’s coast. In addition, it was announced by the Department of the Interior that a regional renewable energy office will be located in Virginia.

Several wind energy projects for the Atlantic Outer Continental Shelf have been proposed for East Coast states, positioning the region to tap into the enormous potential of wind power in the U.S. Developing this resource could create thousands of manufacturing, construction and operations jobs and displace older, inefficient fossil-fueled generating plants, helping significantly to combat climate change.

Salazar announced during a February, 2010 meeting with governors and representatives of Atlantic coast states that he was forming a consortium to discuss a regional approach to wind energy development on the Outer Continental Shelf. All Atlantic coast states were invited to join. The Memorandum of Understanding was signed by Secretary Salazar and the governors of Maine, New Hampshire, Massachusetts, Rhode Island, New York, New Jersey, Delaware, Maryland, Virginia, and North Carolina.

Interior’s new Bureau of Ocean Energy Management will oversee the development of wind and other renewable energy resources on the Outer Continental Shelf. In addition to cooperation with the governors, Interior will continue to work with local, state, tribal and federal stakeholders to facilitate the commercial leasing process for offshore renewable energy development through inter-governmental task forces.

Task forces have been formally established with Rhode Island, Massachusetts, New Jersey, Virginia, Delaware, and Maryland, and are in process for New York, South Carolina, and Florida.

Precipitation deficits and above-average temperatures have resulted in the emergence of drought impacts across much of the Commonwealth.

In response to existing conditions and the potential for the situation to intensify quickly, the Virginia Department of Environmental Quality has issued a statewide drought watch.

A drought watch is intended to increase awareness of climatic conditions that are likely to precede a significant drought event and to facilitate preparation for a drought. Despite recent rain in portions of the Commonwealth, the potential exists for drought impacts to intensify if hot, dry conditions redevelop. DEQ recommends planning for that possibility as Virginia heads into the statistically driest months of the year.

The Virginia Drought Assessment and Response Plan specifies four indicators that are used to evaluate the severity of a drought: precipitation deficits, stream flow, ground water levels and reservoir levels. Stream flows in all areas of the Commonwealth, with the exception of Northern Virginia and the Shenandoah Valley, are at levels that indicate a drought watch or more severe drought status. Ground water levels in western and south central Virginia indicate a drought watch status, and levels in much of the remainder of the state are close to drought watch status.

The primary factors contributing to the declaration of a statewide drought watch are:

• Approximately 86 percent of the Commonwealth is experiencing abnormally dry to moderate drought conditions as defined by the U.S. Drought Monitor.
• Most of Virginia has experienced below normal precipitation in the last 60 days, and some areas have received less than 50 percent of the average precipitation. Short-term weather forecasts do not indicate a high probability of widespread, significant precipitation events that will erase these deficits.
• The majority of stream monitoring locations across Virginia are recording stream flows below normal ranges (less than the 25th percentile). The portions of the state with the lowest flows are southeast and central Virginia, where stream flows are consistent with moderate to severe hydrologic drought conditions.
• Agricultural interests statewide are seeing impacts from the dry conditions. Impacts include poor hay harvests, poor grazing conditions resulting in the use of hay reserves, and indications of stress to crops including corn.
• Observations during the last few weeks indicate that wildfire occurrence, rates of spread and fire intensity are much greater than would normally be expected during this time of the year. Twenty Virginia localities had issued burning bans as of July 12.
• There are no widespread reports of drought conditions affecting public water supplies.
• Levels of large reservoirs such as Lake Moomaw, Smith Mountain Lake, Kerr Reservoir and Philpott Reservoir have been slowly declining since June.

Through the drought watch declaration, the Commonwealth is encouraging localities, public water suppliers and self-supplied water users to voluntarily take these steps to help protect current water supplies:

• Minimize nonessential water use.
• Review existing or develop new local water conservation and drought contingency plans and take conservation actions consistent with those plans.
• Include water conservation information on local websites and distribute water conservation information as broadly as possible.
• Continue monitoring the condition of public waterworks and self-supplied water systems in partnership with the Virginia Department of Health.
• Impose water use restrictions when consistent with local water supply conditions.
• Aggressively pursue leak detection and repair programs.

The state and local governments are closely monitoring conditions across the Commonwealth, and revisions to the drought stage will be made as conditions warrant. Updated information on the current drought status and water conservation tips are available on the DEQ website at www.deq.virginia.gov.

Assateague Lighthouse, surrounded by Chincoteague National Wildlife Refuge on Virginia’s Eastern Shore, is popular with tourists for its history, abundant wildlife and rich refuge lore.

Built in 1833, the original lighthouse was only 45 feet tall, making it ineffective. It was rebuilt in 1867 to stand 154 feet above high water mark.

More than 320 species of birds have been recorded on this barrier island refuge, which has been designated a Globally Important Bird Area and a National Audubon Society Top Ten birding hotspot.

Resident species of birds include the bald eagle, great blue heron and piping plover. The refuge is also home to the famous wild Chincoteague ponies, descended from horses presumed to have swum ashore from Spanish galleons that foundered off the coast in the 15th and 16th centuries.

Lighthouse tours are offered by the Chincoteague Natural History Association on Fridays, Saturdays and Sundays between 9:00 a.m. and 2:30 p.m. from April 3 through June 14 and from October 1 through November 29. Entry fees are $2 for children, ages 2-12 and $4 for adults. Fees support the maintenance and restoration of the lighthouse. From June 18 through September 28 the lighthouse is open Thursday through Monday from 9:00 a.m. to 2:30 p.m.

The refuge maintains several miles of trails for hiking and biking and a loop wildlife drive. The Lighthouse Trail, a quarter-mile foot path through the woods to the lighthouse, is for walkers only. The refuge charges an $8-per-car entrance fee. Adjacent Assateague Island National Seashore, managed by the National Park Service, offers beach parking and bathhouse facilities.

The Chincoteague Cultural Alliance announces its second annual Summer Cinema Series, outdoors and on the big screen. Movies will be shown on alternate Thursday evenings at 9:00 PM beginning June 24 and ending August 19 in the downtown waterfront Robert Reed Park. Bring your lawn chairs and blankets for an entertaining evening with family and friends. Enjoy old-time refreshments at old-fashioned prices with proceeds going to our high school scholarship fund.

On June 24 the Series kicks off with “The Gods Must Be Crazy” a comic allegory about a traveling bushman from the Kalahari who encounters modern civilization through a Coke bottle.

July 8 features “Babe” about a pig who wants to be a sheep dog in this Academy Award-winning Australian tale for all ages.

July 22 presents “Riding Giants”, a rollicking guide to the origins of surfing and its rebellious and passionate aficionados.

August 5 brings “The Sting”, classic Redford and Newman staging a complicated con on a big-time crime boss.

On August 19 the Series closes with Alfred Hitchcock’s thriller “To Catch A Thief” pitting former cat burglar Cary Grant and spoiled socialite Grace Kelly against the perpetrator of a new wave of jewel thefts.

The Chincoteague Cultural Alliance is a non-profit organization formed to enhance community life through arts and culture. The Summer Cinema Series is supported by grants from the Town of Chincoteague, Virginia Commission for the Arts, the National Endowment for the Arts, and local sponsors including Island Motor Inn and Assateague Island Surf Station.

The local YMCA has a variety of exciting programs happening this summer.

Nicole Bartlett will be teaching Yoga for Beginners offered by the Chincoteague Island Family YMCA. This class is for all levels and all ages. Nicole is new to teaching and very excited to have this opportunity. She holds a degree in horticulture and biology before now pursuing the art of yoga. She has been studying yoga the past seven years. Yoga builds flexibility, strength, and balance as well as improving relaxation techniques.

Nicole explained “it is more about the effort than the yoga positions looking perfect and incorporating proper breathing techniques”. She believes the biggest benefit of yoga can be a new level of body awareness producing a more conscious human being who recognizes their own stress and manages it well. Her mission is to encourage healing through working with your body and yoga can produce both a healthy body as well as a healthy mind frame.

Classes get underway June 30 (Wednesdays 8am-9:15am Chincoteague High School Gym and Saturdays 4-5:15pm Old elementary Gym off Church St) For now the cost of class is only a donation to the local food bank.

Rick Hubb, our resident trainer and nutritionist at the Chincoteague Island Family YMCA, is about to begin his Boot Camps! Boot Camp is an exciting way to get in shape in a group class format. Rick will keep everyone focused while teaching you how to find success in personal fitness.

Rick has been a Certified Master Personal Trainer for 18 years and beyond that is a Certified Senior Fitness Instructor, Certified Sports Nutritionist, and Certified Self Defense Instructor. His strength training program will enable you to lose those unwanted inches, gain muscle tone, and improve your overall health and appearance.

He says “ I will help you set goals and reach them. I don’t just show you how to do an exercise; I educate you in the areas of strength training, cardiovascular endurance, and proper nutrition.” You can find Rick by joining a boot camp or simply by stopping by the local YMCA where he offers personal training sessions and assistance.

Rick will host a Kids’ and Teen Fitness Competition the week of August 16-20 consisiting of people who completed boot camp. Trophies will be given to the winners.

All boot camps will be held at the Old Chincoteague Elementary School Gym Mon/Wed/Fri beginning June 23- Aug 20. Adult Boot Camp ages 18 and up is 6:00-7:30am, Teen Fitness Boot Camp ages 13-17 is 5:00-6:30pm, Kids’ Boot Camp ages 6-12 is 3:00-4:30pm.

On Saturday, June 19, from 1:00 – 3:00pm Raymond McAlwee will sign copies of his book, Chesapeake Bay Stories. McAlwee was born and grew up in Washington, DC. A life-long visitor and denizen of The Bay, its rivers and towns, he resides there part of each year, visiting friends, favorite haunts and recent discoveries on both shores from Chesapeake City to the Tidewater. Chesapeake Bay Stories introduces readers to the Eastern Shore through a series of stories about people, places and local traditions.

On Sunday, June 20, author Warren Gray will be at Sundial Books from 6 p.m. to 8 p.m. to talk about his latest book. Tequila Moon is a fast-paced action novel about the current Venezuelan arms race, where a covert Special Forces reconnaissance mission, known as Operation Tequila Moon, quickly transitions to a direct-action commando raid when Iranian long-range ballistic missiles are discovered, and a planned replay of the famed Cuban Missile Crisis must be thwarted at all costs. Mr. Gray is a former career intelligence officer with experience in special operations and counterterrorism and the author of four previous action novels. He lives in Maryland.

Sundial Books is located at 4065 Main St., (corner of Main and Bridge Sts) in historic downtown Chincoteague. For more information, please call 757.336.5825.
